While not strictly based on a specific true story, it is based on several so-called "chop houses" busted during the 1990's, many of them run by the mob, but funded, in some cases, through back channels, through high finance.  Think some of Gordon Gekko's back room dealing in the classic Wall Street (1987)

And they have busted several boiler rooms since the movie premiered.  This article is but one example of these raids.
