This the completely Francophile version of Hans Trapp and is probably derived from that character, with some of the Dutch Black Peter thrown in, so even with the fully French name, the translation is basically the same into English as the Germanic ones are: "Father Whipper." So, yes, we have another St. Nick "helper" that whips or switches naughty children on the old codger's behalf. There's a lot this sort of chicanery going on in central central and western Europe! This character is even found in the French speaking areas of Belgium.
